This 19- minute discussion tends to be somewhat wonky, but for those who have followed health reform issues in depth it is quite clarifying.
Bottom line (at least one of them) is that these academics see covering the uninsured as the key piece of current legislation, with cost control being something the system is only barely willing (and able) to address at this point. They say cost control is something to get started on now, but not to expect major cost control changes at this juncture.
They are guardedly optimistic about eventual cost controls (without which the system is on course to implode financially). But that will require more legislative and regulatory heavy lifting than is currently possible.
